Dr. Kelly E. TjelmelandDr. Kelly E. Tjelmeland (pronounced chel-muh-land) is a Board Certified plastic surgeon and the founding partner of Meridian Plastic Surgery Center. He received both his medical degree and subsequent General Surgery and Plastic Surgery training at Baylor College of Medicine at the Texas Medical Center in Houston. The College is recognized as having one of the nation's premier training programs in cosmetic plastic surgery. During his medical school training, Dr. Tjelmeland was recognized with awards for Overall Excellence in Surgical Training and Excellence in Resident Teaching. His plastic surgery residency in the Texas Medical Center included training at The Methodist Hospital; St. Luke's Episcopal Hospital; The Texas Institute of Rehabilitation and Research (TIRR), the nation's largest Veteran's Administration Hospital; Ben Taub General Hospital and trauma center; M.D. Anderson Cancer Center; and Texas Children's Hospital, the world's largest children's hospital.
Originally from Iowa, Dr. Tjelmeland first moved to Austin in 1982, graduating from Westlake High School in 1984. He attended The University of Texas at Austin and graduated cum laude with a bachelor's degree in Chemical Engineering. Following his medical training, Dr. Tjelmeland returned to Austin in 1999 to begin his surgical practice.
Dr. Tjelmeland has been named one of Texas' "Best Cosmetic Surgeons" by Texas Monthly for three consecutive years. He is also published in multiple peer-reviewed medical journals and has lectured at state and national conferences. Since 2008 Dr. Tjelmeland has acted as a Clinical Associate Professor of Plastic Surgery for the University of Texas Medical Branch (UTMB), and has been an instructor and educator, actively training plastic surgery residents in cosmetic and reconstructive procedures. In addition to being Board Certified by the American Board of Plastic Surgery, Dr. Tjelmeland is a Fellow of the American College of Surgeons. He is also a member of the American Society of Plastic Surgeons, Texas Society of Plastic Surgeons, American Medical Association, Texas Medical Association, Travis County Medical Society and The Texas Medical Foundation.
Dr. Tjelmeland specializes in a full range of cosmetic surgery procedures, including breast augmentation, liposuction, body contour surgery, and complete facial plastic surgery. He also performs a broad range of reconstructive surgery.
Dr. Tjelmeland and his staff are dedicated to providing each patient with unparalleled personal care and individualized attention to achieve exceptional surgical results.
Cynthia Villacis, P.A.-C.Cynthia Villacis, a licensed, board-certified physician assistant, supports Dr. Tjelmeland in various clinical and surgical settings, including new consultations, pre- and post-operative care, and serves as his surgical first assistant. Cynthia also maintains staff privileges at Seton Hospital, Brackenridge Hospital, St. David's Hospital, South Austin Hospital and Heart Hospital of Austin, which enables her to assess patients at time of consultation, provide inpatient care, and perform hospital rounds.
In addition, Cynthia is trained to perform in-office procedures such as vascular and pigmented laser procedures, laser hair removal, Botox injections, and vein sclerotherapy.
Born in South Carolina, Cynthia moved several times throughout her childhood as her father served in the military. Always fond of the state of Texas, she returned in 1998 to attend college at Baylor University in Waco where she received a Bachelor's of Science in Biology with a concentration in Pre-Health Care in 2002, followed by a Master's in Physician Assistant Studies from The University of Texas Medical Branch in Galveston in 2005. During elective clinical rotations, Cynthia discovered she could combine her interests in aesthetics and medicine in the specialty of plastic and reconstructive surgery.
Cynthia is a member of the Association of Plastic Surgery Physician Assistants, American Academy of Physician Assistants, and the Central Texas PA Society. Prior to working with Dr. Tjelmeland's practice, she provided patient care in the field of Endocrinology, also as a certified physician assistant.

Sarah BatyPatient Coordinator Sarah is Dr. Tjelmeland's cosmetic patient coordinator and surgery scheduler. She assists patients by answering questions from the first phone call, through to recovery. She ensures every patient receives one-on-one care and a quick response to all inquiries. Raised in San Antonio, Sarah moved to Austin in 2001 after receiving her Bachelor's degree in Public Relations from Texas State University. She joined Dr. Tjelmeland's practice in 2001 and is pleased to be able to offer her knowledge of procedures to patients along with a strong desire to ensure each patient the best experience possible. |
Misty DavisonFront Desk Receptionist Misty is Dr. Tjelmeland's front desk receptionist and scheduler. Misty is always available to answer patient questions and coordinate patient care post-operatively. A native to Austin, Misty has an extensive background in the aesthetics field. Prior to joining Dr. Tjelmeland's team in early 2007, Misty worked for a cosmetic dermatologist for several years as a patient coordinator, where she gathered vast knowledge on cosmetic procedures. She brings with her a calm and reassuring demeanor and a willingness to help both patients and staff alike. |
Ameliya MoralesScheduling Coordinator Ameliya is the scheduling coordinator for Meridian Surgery Center. She interacts with doctors' offices on a daily basis to coordinate surgeries and also acts as the patient contact, answering general patient questions and performing EKGs as needed. Born and raised in South Texas, Ameliya relocated to Austin to pursue a degree in Audiology at the University of Texas. Upon graduating in 2005, she worked in the field of audiology for a short period, but had always been interested in plastic surgery. Ameliya joined the Meridian Surgery Center team in the summer of 2006 and is extremely pleased to be able to extend our high level of care to every patient. |
Matt TjelmelandChief Operating Officer Matt Tjelmeland has been Chief Operating Officer for Meridian Surgery Center since 2005, and is a member of the Board. He is responsible for directing, coordinating and controlling all aspects of the operating functions and processes of the facility and business operations. Prior to his association with the Healthcare industry, Matt spent 9 years in the Energy Trading and Risk Management industry as an Energy Trader and Manager for Shell Trading North America. He then gathered experience in the insurance and risk management profession, specializing in Healthcare Industry Risk and Medical Malpractice. |
Shylene Garza, RN, BSNDirector, Meridian Surgery Center Shylene is the director of Meridian Surgery Center, managing day-to-day operations and extending patient care before, during and after surgery. By guiding patients through their entire surgical process, Shylene ensures each patient a pleasant experience while at Meridian. Born and raised in Victoria, Shylene received an Associate's degree in nursing before relocating to Austin in 2000, where she received her Bachelor's of Science in Nursing at The University of Texas. Shylene cared for patients at Brackenridge hospital before transferring to Meridian in the fall of 2006. She brings with her many years of experience in patient care and medical management, as well as an extremely comforting and reassuring attitude that immediately puts patients at ease. |
Stefani TjelmelandAdministrative Assistant Stefani provides Dr. Tjelmeland's office with administrative and front desk support. Whether it's assisting staff or patients, Stefani's eagerness to help comes across to each person with whom she comes into contact. A native Texan, Stefani graduated from Baylor University in 1993 with a Bachelor's degree in Marketing. After working in the advertising and marketing fields for several years, Stefani recently provided front desk support to Hill Country Pediatrics where she gained valuable experience in the medical field and honed her customer service skills. Stefani's energy, patience and joy in helping others is immediately apparent and can also be seen in the group exercise class that she has taught for the past 17 years. |
